Philip Martell

Managing Principal & Senior Strategy Advisor

Philip Martell is an accomplished executive, public-sector strategist, and national security analyst with extensive experience in organizational leadership, education, finance, governance, and institutional transformation.
 

Throughout his career, Philip has served in senior leadership roles, including superintendent and business manager, where he led complex organizations, strengthened financial and operational systems, improved institutional performance, and guided leaders through periods of significant change. His experience provides him with a rare understanding of both executive-level strategy and the day-to-day realities of managing public institutions.
 

As the founder of Red Rock Strategies, Philip advises educational institutions, government agencies, and public-sector leaders on strategic planning, organizational effectiveness, responsible technology adoption, cybersecurity readiness, leadership development, and operational improvement. He is known for translating complex challenges into practical strategies that produce measurable and sustainable results.
 

Philip’s work also extends into national security, artificial intelligence, and cyber policy. His research and international engagement focus on strengthening institutional resilience, developing the future workforce, and helping organizations prepare for the rapidly changing demands of technology, security, and public leadership.
 

Driven by a commitment to service, accountability, and results, Philip founded Red Rock Strategies to provide leaders with more than recommendations. He delivers the clarity, structure, and execution support necessary to turn strategy into meaningful impact.

Dr. Trisha Martell

Principal, Strategic Operations

Dr. Trisha Martell is a visionary educational leader with 25 years of experience in public education, including nearly two decades in school administration and 17 years as a middle school principal. A respected voice in student-centered school transformation, she is known for building school cultures in which academic excellence, belonging, purpose, and future readiness work together to expand what young adolescents believe is possible in their lives.

During her tenure, Elizabeth Forward Middle School was designated a Don Eichhorn Schools to Watch winner and was redesignated three additional times, reflecting a sustained record of excellence in middle-level education, continuous improvement, and meaningful student outcomes.

Her work has focused on translating vision into practice through instructional leadership, career-connected learning, student voice, and partnerships that make school feel relevant to students’ lives and futures.

At the heart of Dr. Martell’s leadership is a powerful belief: career exploration should not be confined to a single lesson, event, or program. It should be woven into the daily student experience so young people can connect classroom learning to real-world possibilities, discover their strengths, explore emerging interests, and build the confidence to envision meaningful futures beyond high school.

Throughout her career, Dr. Martell has held a range of administrative and educational leadership roles that have shaped a deep understanding of school operations, instructional leadership, organizational culture, student development, and community partnerships. Her leadership reflects the conviction that schools are most powerful when they prepare students not only to achieve academically but also to understand who they are, what problems they want to solve, and how their talents can contribute to the world around them.

Dr. Martell holds a Bachelor’s degree in Business from Penn State University, a Master’s degree in Education from Robert Morris University, a Superintendent Letter of Eligibility from PennWest University, and a Doctorate in Education from Point Park University. She continues to champion bold, relevant, and future-focused educational experiences that inspire curiosity, strengthen student agency, deepen community partnerships, and equip students to see themselves as capable contributors to the future they are preparing to enter.
